i think it's dyed or fake black rice
Black rice contains anthocyanin which should give reddish color when in contact with vinegar. I didn't find anything in the vinegar test. I included the result, and as a reference included also what Lundberg black rice turns in vinegar test.I also put Riso Scotti black rice in water for 1 hour, you can find plenty of dusts floating around water. Real black rice should not release such abundance of dusts, that usually comes off dyed rice.
