The good:
-Progression based on destruction in general, so each area doesn't have a checklist of things you must destroy. In the last game you had to destroy every little thing in every location to get credit for finishing it. In 4, you are never asked to do that. You could just sit around shooting down helicopters if you wanted to and you'd be given credit the same as if you blew up all the enemy fuel tanks or electrical grids or whatever.
-Weapon variety: nice assortment of weapons, each with a unique secondary fire.
-Massive battles: enemies swarm you like crazy
-Cool weather mechanics. The wind around a tornado is pretty neat, as you'll get pulled in a circular flight pattern around it and not just "blown away" or something.
-Awesome new system with the grappling hook, giving you tons of options and modifiers on what happens when you use it. You can control everything about how it works to your liking, and you get 3 loadout slots to alter its function on the fly. The new balloon shot is a lot of fun.
But all of this is overshadowed by poor optimization and nasty visuals. It sometimes looks pretty shoddy on the Xbox One X, with some nice views ruined by noticable pop-up, weird framerate drops in cutscenes, and strange lighting effects. But on my wife's normal Xbox One the game looks absolutely awful most of the time. I know they did this to try and fit more enemies and explosions on screen without performance loss, and they kind of succeeded in that, but other recent games handled this much better, looking great while still having a lot going on. I realize this isn't going to have the same budget as a Rockstar game, but it sells for the same price point. In addition, collecting cars and challenges are way different for the worse. No longer can you do wingsuit challenge courses and races and other things. You simply have icons all over the map asking you to fly through 3 rings or bring a certain car to that location.
As far as story goes, well, story was never the strong suit for this series, and this game isn't doing much to change that. Do not buy this game for an engaging narrative. The only thing this game does well is give you a lot of tools to create mass havoc and destruction.
Overall, I do think that a fan of the series could find enjoyment here and might like some aspects of the game if given a serious chance, but it's a disappointment that the game isn't as good as the previous installment and that they weren't able to give it more polish.
I'm giving it a very generous 4 stars. I'd like to give it about 3.5 stars, but given that I liked it more than most of the reviewers, I'll round it up.
So Disappointed! Totally unpolished and rushed! Xbox OneX. While I give them credit for trying something new, it fails miserably in the Fun Factor. I can best describe it as they actually accomplished turning an open world sandbox into a corridor game. The jet wingsuit is a major downgrade from JC3, its power is either all gas or recharge, you can't just use a shot of power as it will dissipate the whole charge and you can't use any of the charge until it is full again.
Holy crap, let me tell you about the horrible Pop-In, Pop-Out and incredibly poor draw distance. Heli's, blimps, trees, people, etc just pops in 20 feet in front of you and I've seen them Pop-Out, I don't think I've ever seen that before (some helis look like they're being piloted by drunks). Looking for beauty when flying, forget it, the scene is constantly drawing short with entire forests popping in. Cut scene graphics are over saturated (poor HDR can be considered just over saturation of colors, this would be an example imo), but who cares about cut scenes right, problem is this "HDR" method rolls into the gameplay as well. Graphics are from the past, JC3 was much better than this.
Super dumb AI, I can't tell you how many dumb comments and moves the AI makes, I can be blowing the crap out of an area and the guy over the radio says they can't find me and to resume normal patrol. Many, many more examples of this kind of unrealistic AI, clearly if the AI that is supposed to takeover the world is created by Square Enix, we humans have nothing to worry about!
Missions are boring/repetitve and the controls are cluncky, just a bunch of frustration. They tried something different in how you open up the area with moving troops to fight at "fronts" trying to add some kind of RPG element, but it seems overly complicated and just removes the fun that was JC3.
On a (probably the only) positive side, they did make the grapple hook more interesting, also seems overly complicated at first, but it will gel with you and you can start switching it up and doing the only fun stuff in this physics sandbox.
I look for a 5GB update to fix this mess and I'll fire it up again...
