A few assembly notes: (1) the bolts on the rear of the top shelf are compressing three surfaces which are not necessarily coplanar to start with so you need to be diligent about tightening the nuts completely to align all three surfaces. (2) the handle width looked like it was about an inch too narrow at the outset and the bolts would not be sufficiently long to connect it to the frame, after I started the nuts on one side I used a pair of channel locks to compress the handle with the far side of the frame and was able to start the nuts on those bolts as well. After that it was just a matter of tightening the four bolts and things fit well. (3) count your hardware at the start, I had three extra bolts and nuts in the bags (not complaining!) so it helped not to panic at the end when I had left over parts. The washers and the cotter pins were in with the chains.. (4) consider the direction of the bolts before assembling a section. While it would have been nice to have all of the heads on the outer surface there are places where it makes more sense to put the nuts on the outside.
The only negative I found was that the axel for the rear wheels should be a little longer. The wheels end up very close to the bottom tray and will bind if the axel shifts slightly to one side or the other. An extra washer on the inside of each wheel would help but the assembly is already tight so there wouldn’t be sufficient room for a full sized washer on the outside of the wheel. Possibly getting a thinner washer for the outside would work.

The cart is well-designed and, surprisingly, of better quality than I was expecting. The sheet metal is thin, but not as thin or flimsy as I was expecting for an inexpensive, bolt-together cart.
The upper shelf is 12" wide by 17" long. However, because the nuts/bolts attaching the shelf protrude into the shelf space, the actual dimensions are closer to 11" x 16". That said, my welder fit without any interference, and most welders have feet that will likely raise it above these areas.
All of the nuts are self-locking, so the only tool required for assembly is a 10mm socket or wrench.
The handle in is strong, and the two hooks are substantial enough for hanging welding cables, mask, etc... There is room on the bottom shelf to hold welding headgear, and the middle shelf can easily store other essentials like pliers, gloves, wire spools, etc. The casters and wheels are also higher quality than I would have expected.
A few assembly notes:
1. When assembling, the first step is to attach the casters and wheels. These bolts can be appropriately tightened.
2. For the remaining steps, DO NOT fully tighten the nuts/bolts. Everything from step 2 and on should be assembled by hand (hand tight). By not fully tightening the bolts, enough movement of the parts is allowed to align the predrilled holes as assembly progresses.
3. I used blue Loc Tite on all of the bolts. This is not in the assembly instructions, nor is it required. I don't want anything rattling loose.
4. The bolts used to attach the hooks are too small. Be aware of this, and make sure you do not over tighten the nuts/bolts. The bolts are soft brass, and because I couldn't get a good "bite" on the threads, I did strip one while attaching one of the welding hooks.
5. I did have an issue with some of the holes on the top shelf not aligning properly. This is the reason I rated this cart 4-stars and not 5. While a drill and a 3/8" metal bit remedied the problem, it was an unexpected inconvenience. All of the other holes aligned perfectly.
PROS:
Well packed/protected
Easy to assemble
Predrilled holes align well
Higher quality than expected, and surprisingly sturdy for a bolt-together cart
Ample storage space for welder and supplies
CONS:
Poor assembly instructions
Top reviews from other countries
The welder sits on top shelf.
The thing is easy to assemble and functional.
After acquiring it, I have found other similar units at better price.
