Although it is not recommended for such, I have one on the low setting controlled by an external thermostat in a pet carrier, covered with a heavy folded towel. Sits in an unheated barn and my "barn cat" has somewhere to warm up when it gets cold. I have it set to come on at about 45 degrees air temeprature. I've taken some temperature readings and get about 85 degrees on the surface of the towel. I'm sure that could get hotter under other conditions and higher ambient temperatures. The cat seems to like it when it's cold. Keep in mind, I'm not recommending this use as it wasn't designed for such and with any unattended heating device there is always some potential for a fire. If you want to use one for a purpose other than what it was designed for, be aware that appropriate precautions should be taken.
I have another that is quite nice for warming up cold feet just laid out on the carpet next to a chair. If I've been out in the cold for awhile and get pretty cold, sitting in the chair with my feet on it for about 15-20 minutes will warm me up quite nicely.

Like some other reviewers, I bought this pad to keep my cats warm during cold winter months. Since it's made for humans, it would normally be too warm for the cats even at its lowest setting, but under an indoor cat-bed that's layered with additional blankets, it's just right, making the whole pile warm without creating an unpleasant hot-spot. This lets me keep the thermostat low at night without worrying that my felines are suffering. The pad is small enough to tuck entirely under what I consider a normal-sized cat-bed.

This is my fourth Sunbeam heating pad (the others are for human members of the family), and all have performed well without any failures. They have all emitted an unpleasant plastic-y odor when originally powered up, with the scent lingering for the first week or more of use. Not pleasant, but all plastic products of this type seem to have a noxious smell when they are new.
Recommended for being inexpensive, basic, and reliable.

This model can also get very hot and cause a burn, so be very careful. With the cover, the vinyl portion provides good protection but if the unit is on a higher setting, direct, prolonged contact with the vinyl surface can cause a serious burn (babies, those with an altered mental status, those on sedatives/narcotics, diabetics, etc. are at high risk).
This is an upgraded version and has a longer cord and a new thermoregulator. Instead of three settings, it now has five. The old version had a dial type regulator that was stiff and stayed on the desired setting. The new version has a slide regulator that can easily/accidentally get pushed to another setting. So, again, a warning about the unit burning someone.
If you clean the vinyl with soap/hot water or wipe cleaners, over time the vinyl can start to crack. After cleaning, if you apply a bit of oil (I use Armor All) and wipe the oil off well, it will really prolong the surface life.
These are great for germinating, incubating and dog beds. They're also great as a foot warmer in the bed. We've also used them to keep food warm on holiday road trips. You just gotta experiment to get the desired temps.
I deduced one star because the new slide dial can accidentally got moved way too easily.
